And in a certain station His Holiness, existing in the cause and the first principle of tranquillity and comfort for nations and the prosperity of the world, declares: It is indispensable that a great assembly be convened on earth, and that kings and sovereigns in that assembly deliberate on the Most Great Peace; and this is that the great powers, for the well-being of the world, should hold fast to a firm peace, and if one sovereign should rise up against another, all should unite in preventing that uprising. In this case the world would not be and is not in need of war materiel and ranks of armies, except to the extent by which they safeguard their realms and their cities.
