So gather those agents in whom you find the scents of faith and justice; then consult them about matters and take the best of them, and be among the doers of good. Know and be certain that one in whom you will not find religiosity will not have trustworthiness and truthfulness, and this is a truth of certainty. Whoever betrays God is betrayed by the ruler; he will not refrain from anything and will not fear God in people’s affairs, and he is not among the God-fearing. Beware of letting the reins of affairs slip from your hand; do not feel at ease with them and do not be among the heedless. As for those whose hearts incline to someone other than you, beware of them and do not entrust them with your affairs and the affairs of the Muslims.
